However, according to Inside Housing, the report highlights opportunities to accelerate delivery by supporting housing associations with established development plans and sites ready to progress.
\n
The NHF estimates that 15,000 of the additional homes could be ready to start construction within the next three years, including 9,000 for social rent. It warned that allocating the remaining £16bn of programme funding in later years could put schemes ready to progress at risk.
\n
NHF chief executive Kate Henderson said housing associations had plans to build tens of thousands of affordable homes, but many organisations with sites ready for development had not received the funding needed to deliver them.
\n
Economic analysis by the Centre for Economics and Business Research, cited in Inside Housing’s report, estimates that building the additional homes could contribute £6.86bn to the economy and support 93,000 jobs. It also estimates annual savings of £109m in housing benefit costs.
\n
The Government said its existing programme allocations would support more than 70,000 council, social and affordable homes across England.
\n

\n
Hull and East Yorkshire partner with Homes England to support housing growth
\n
Hull and East Yorkshire have entered a new partnership with Homes England to help progress housing and regeneration plans, including bringing underused land back into use.
\n
The Strategic Place Partnership brings together Hull and East Yorkshire Combined Authority (HEYCA), Homes England, Hull City Council and East Riding of Yorkshire Council. It will help build a coordinated pipeline of priority sites and allow partners to address barriers to development, including issues around land, infrastructure, investment and viability.
\n
The agreement also supports HEYCA’s wider Local Growth Plan, which links housing delivery with economic priorities such as jobs, transport and infrastructure. The aim is to ensure development is planned alongside the facilities and connections needed to support growing communities.
\n
One example is East Bank Urban Village in Hull, where vacant brownfield land beside the River Hull is planned for a new riverside neighbourhood. Proposals include up to 850 homes, commercial space, green areas and improved walking and cycling links. Construction on the first phase is currently expected to begin in 2027.
\n
Elsewhere in East Yorkshire, Homes England is working with East Riding of Yorkshire Council on plans for Easton Road in Bridlington and the redevelopment of Alamein Barracks in Driffield. It is also supporting proposals for around 1,800 homes at Howden.
\n
Homes England Chair Pat Ritchie CBE said the partnership would help align investment and regeneration with local ambitions.
\n
The partners will work to establish shared priorities and develop a joint business plan to help bring proposals forward. In the longer term, the ambition is for places with Strategic Place Partnerships to progress towards Place Delivery Agreements, which bring together the expertise, investment and delivery capabilities of Homes England.
\n
Further information available on government’s website
\n

\n
Government consults on extending Awaab’s Law to private renters
\n
The Government has launched a consultation on extending Awaab’s Law to private rented homes, with proposals also covering people living in temporary accommodation, supported housing and care leaver accommodation.
\n
The law requires social housing landlords to investigate and address serious hazards within set timeframes. It was introduced following the death of two-year-old Awaab Ishak in 2020, after prolonged exposure to damp and mould in his family’s rented home.
\n
Under the Renters’ Rights Act 2025, the Government has powers to extend Awaab’s Law to private rented tenancies. The consultation seeks views on how the requirements should work in practice, including which hazards should be covered, how quickly landlords should investigate reported problems and the deadlines for carrying out repairs.
\n
The Government is also considering extending the protections to certain accommodation occupied under licence, including temporary accommodation for homeless households, supported housing and care leaver accommodation. The proposals aim to provide more people with a route to challenge unsafe living conditions.
\n
This follows the next phase of Awaab’s Law, announced earlier this year, which is expected to extend fixed deadlines for social housing landlords to address further serious hazards, including electrical hazards, excess cold and falls, from 30 November 2026, subject to parliamentary approval.
\n
The consultation closes on 18 December 2026 and applies to England.
","images":[{"url":"https://assets-eu-01.kc-usercontent.com:443/72ce5b4b-3d0f-017b-08ae-53de098370ee/4f1d671f-bb9a-44db-a262-b850ae8d2f87/24%20September%20%202026%20%283%29.png","image_id":"3e9ddca5-44ab-4f75-9d45-e15e822eb041","description":"Planning
