The government has introduced changes to England’s planning rules aimed at accelerating the delivery of new homes around well-connected train, tram and underground stations.
\nUnder the updated National Planning Policy Framework (NPPF), there will be a ‘default yes’ approach to housing development within reasonable walking distance of well-connected stations. This will also include new minimum expectations for the amount of housing that should be delivered in these areas.
\nThe changes are intended to make better use of underdeveloped land around transport hubs and support the delivery of homes closer to jobs, schools and local services.
\nAccording to the Guardian, the approach could also apply to some development on green belt land near well-connected transport hubs, subject to the relevant planning policies and requirements.
\nThe updated NPPF also introduces stronger in-principle support for development in sustainable locations, alongside changes intended to streamline planning decisions and reduce unnecessary consultation and information requirements in some cases.
\nGeoff Keal, CEO of TerraQuest, operator of Planning Portal, commented on the changes:
\n“Any proposal that meaningfully improves housing outcomes, particularly if elements of the process can be fast-tracked, should be embraced.
\n“Focusing new homes around established stations and transport corridors presents a practical and effective way to grow communities. With key infrastructure already in place, this approach offers a more cost-efficient route to increasing housing supply while ensuring new residents benefit from immediate access to reliable, sustainable transport.
\n“However, these benefits do not come without trade-offs. While building near stations can reduce the need for new road infrastructure and help cut congestion and pollution, there will be associated costs. Transport assets may require additional safeguarding, and homes located close to rail or tram lines will need enhanced mitigation measures, such as improved soundproofing, to ensure high-quality living standards.
\n“Successful implementation will rely on clear and decisive updated regulations and planning processes, plus clear authorisation frameworks. A ‘yes-first’ approach could help accelerate approvals, but only if supported by a planning system empowered to act with clarity and consistency. Faster, technology-enabled consultation timelines will also be essential, helping to streamline engagement without diminishing community or environmental safeguards.
\n“Crucially, appetite to build is not the issue. Developers are already coming forward; the first half of 2026 saw more new units applied for than any other time since the start of the decade. What’s needed now is confidence – clarity that approvals will be delivered at pace, and broader macroeconomic stability to encourage investment to follow applications.”

\nThe government has announced new planning protections for pubs across England, providing greater safeguards when proposals involve converting them to other uses, such as homes or offices.
\nUnder the updated rules, developers seeking to change the use of a pub will need to show that there is no reasonable prospect of the business continuing to operate. This will include evidence that the pub has been marketed for sale for at least 12 months.
\nLocal planning authorities will also be expected to consider the impact that losing a pub could have on the wider community, including its role as a place for people to meet and gather.
\nThe new protections will apply to all pubs facing proposals for conversion. According to the Guardian, an earlier version of the proposals had focused on protecting only the last remaining pub in a local area, but this approach has since been broadened following concerns that other viable pubs could still be lost.
\nThe changes come amid continued concern over the rate of pub closures across England. Industry groups have pointed to rising operating costs, including business rates, employment costs and food price inflation, as major pressures on the sector.
\nWhile the new planning rules will not address those financial challenges directly, they are intended to provide greater protection against pubs being permanently lost through conversion or redevelopment.
\nThe pub protections form part of the government's wider update to the NPPF, which introduces several changes to the planning system. These include stronger support for development in sustainable locations, new policies to encourage housing around well-connected transport hubs, and reforms intended to make planning decisions faster and more proportionate.
