When assessing the viability of a project there are a number of things that you should consider. You may be required to carry out an environmental impact assessment (EIA). Certain elements of the project might be within permitted development limits, this includes change of use and demolition. You may also require other permissions, especially if your project is in a conservation area or you are working with listed buildings.
