Hybrid planning applications
A hybrid planning application seeks both full and outline planning permission for different aspects of development on the same site.
Applicants must submit a fire statement covering any part of the development being applied for in full if:
- it contains a relevant building
- it is a development within the curtilage of a relevant building
The BSR may ask the local planning authority to apply a condition to the hybrid planning permission, depending on the scale and nature of the matters that have been reserved. This would require a fire statement form be included with a reserved matters application and for the BSR to be consulted at the reserved matters stage. This should include a fire service access plan of the whole site (not just the outline element) so that the BSR is able to assess accessibility in and around the site.
